MISPLACED PRIORITIES: MISAPPROPRIATION OF PUBLIC FUNDS IN KISUMU COUNTY

Residents of Kisumu County are increasingly fed up with the rampant misappropriation of public funds that continues to undermine local development. Each year, the county receives significant budget allocations from the national government, intended to bolster critical sectors such as health and education. However, there remains a glaring lack of accountability and transparency, with local needs being consistently sidelined in favor of personal interests that yield little to no benefit for the community.

“We are disappointed at our County Administration, despite the substantial financial support allocated to Kisumu, many schools still suffer from inadequate Early Childhood Development (ECD) infrastructure. This neglect is particularly disheartening given the pivotal role early education plays in shaping the future of our children. Furthermore, the Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH) is struggling under a severe lack of resources, placing enormous pressure on healthcare services that are essential for the well-being of residents. In stark contrast, the county budget reflects exorbitant spending on questionable projects that have minimal relevance or benefit to the local populace. A prime example of this misallocation is the construction of the Mowlem stage. This project, which has cost millions, was abruptly abandoned. Such flagrant disregard for effective spending epitomizes the ongoing challenges faced by Kisumu County, as funds meant for community improvement are squandered on ill-conceived projects.” Stated Bob Stanley, who is an aspirant in the upcoming elections.

At a recent community baraza, organized by Siasa Place, a non-governmental organization, and The Dawn of Obunga Community-based organization at Nomiya Church in Kuoyo, residents voiced their outrage over a local school that is severely lacking in both skilled personnel and adequate infrastructure for Early Childhood Development. “The absence of essential equipment is hindering learners’ ability to engage effectively with their educational curriculum. This not only stunts the academic progress of the children but also undermines the entire development process, forcing young learners to miss out on key activities that contribute to their growth. We ask our county administration to prioritize the adequate financing of Early Childhood learning.” Added Pius Orongo.

The county leadership must wake up to these pressing issues and prioritize the genuine needs of the community over personal gain and superficial projects. Residents must have their voices heard and demand accountability regarding public funds that should be driving positive change in their lives. Only through a concerted effort to align budget allocations with community needs can Kisumu County hope to foster a brighter future for its citizens. It’s time for the leadership to put the people of Kisumu first and deliver on the promise of development that truly uplifts and benefits all.
